Climate Adaptation @ BaumEntscheid, Berlin, 2025-2026

BäumePlus Law
BaumEntscheid wants to make Berlin heat-proof and weather-proof by means of a referendum, so that life in Berlin remains bearable despite heat and extreme weather.
The BäumePlus Law is intended to ensure the necessary climate adaptation policy so that Berlin remains a healthy and safe city for all of us and for future generations.
The BäumePlus Law was developed in a broad-based process involving numerous volunteer experts from the fields of science, politics, administration and business, as well as committed citizens and lawyers.
Berliners will vote on the law in a referendum in 2026. If the majority votes in favour, by at least a quarter of all eligible voters, the law will come into force immediately.
In a decision on November 3, 2025, the Berlin House of Representatives passed Germany’s first climate adaptation law in the form of the “BäumePlus-Gesetz” (Tree Plus Law) of the Baumentscheid (Tree Decision) with cross-party support and no dissenting votes in an unprecedented collaboration between referendum, political parties, and politicians.
